Dr. Blowhole (voiced by Neil Patrick Harris) is a mad scientist dolphin from The Penguins of Madagascar. He is Skipper's archenemy who serves as the main antagonist in Dr. Blowhole's Revenge and The Return of the Revenge of Dr. Blowhole. On both occasions, he went out of his way to destroy the Penguins, but failed both times.
